Florida Medicaid's Home Health Aide for Medically Fragile Children Program (HB 391) allows parents and guardians the opportunity to become caregivers for children and loved ones under the age of 21.

Frequently Asked Questions
Can I participate in the program if my child does not qualify for skilled nursing services?
No, your child must be eligible to receive skilled nursing care to participate in this program.
What qualifies my child to receive skilled nursing care?
This is dependent on many factors, including medical necessity, complexity of care, and diagnoses. We advise caregivers to reach out to us directly so that we can assess your child's needs and collaborate with your healthcare team. We are here to advocate so that families can get the help they need.
Will this income be included in my Medicaid eligibility income?
Yes. There has been discussion on this income not counting towards your child's Medicaid eligibility, but that has not been implemented yet. Please be mindful of this when moving forward with where your income bracket sits now.
Can I participate in the Family Caregiver Act if I have a CHIP Plan?
Unfortunately, no. Anyone that currently participates in a CHIP program is not eligible at this time.
How many caregivers can provide FHHA services to staff my child? And what are the hour limits?
There is no limit on how many Caregivers can onboard with Angels of care. Per AHCA guidelines, Section 4.2.2 of the Private Duty Nursing and Family Home Health Aide Services Coverage Policy, you may staff "up to 8 hours of family home health aide services per day, per recipient, under the age of 21... receiving PDN services..." and the total number of hours cannot exceed 56 hours per week. Each Caregiver may only staff up to 40 hours per week.
Do I need a separate physician order to participate?
Yes, we would request a Family Home Health Aide (FHHA) order in addition to the Private Duty Nursing (PDN) order.
Will Angels of Care offer training?
Yes. All eligible family members will become employees of Angels of Care Pediatric Home Health and receive intensive training from their local AOC clinical team.
